What's In My Water Bill?
Understanding your water bill is a crucial part of homeownership. By reading this page, you will gain a good understanding of how you are billed for water, what your charges are used for, and how to conserve water and lower your bill.

Base Rate
For most residential homes, the core of your bill starts with a fixed Minimum Monthly Charge of $128.07. This base amount is essential because it keeps the District’s infrastructure, like the hundreds of miles of pipes under our streets and the treatment plants, running and ready for you to use at a moment’s notice, regardless of how much water you actually use that month. This charge can also help cover items like police services and general maintenance and upkeep of the district including roads, storm sewer infrastructure, and the wastewater treatment plant that serves our community.
Usage and Rates
When you do use water, the District applies a tiered pricing system for both water and sewer services to encourage conservation. For the first 3,000 gallons you use, water costs $8.36 per 1,000 gallons, and sewer costs $9.50 per 1,000 gallons.
As your usage increases, the rate goes up slightly; for example, usage between 3,001 and 7,000 gallons is billed at $9.36 for water and $10.50 for sewer per 1,000 gallons. This continues up through the highest tier for usage over 15,000 gallons, which is priced at $12.36 for water and $13.50 for sewer.

Winter Averaging Protections
The District also includes a built-in protection during the hotter months known as winter averaging. From March through November, your sewer charges are capped based on your average water usage from the previous December through February. This means that if you are watering your lawn or filling a pool in the summer, you aren't paying extra sewer fees for water that never actually goes down the drain.
Deadlines and Late Fees
Timing is everything when it comes to avoiding extra costs. Your bill is due as soon as you receive it and is officially late if not paid by the 15th day of the month. If payment is missed, a $30.00 late charge is added to the account. If the balance remains unpaid by the 22nd day, a representative will place a notification tag on your door, which adds a $5.00 administrative fee. It’s also important to ensure payments are valid, as any returned or dishonored check will result in a $50.00 fee.
Resident Support Policies
Finally, the District offers several ways to help residents who run into unexpected issues. You are eligible for one leak adjustment every 12 months if you can provide proof that the leak was fixed. Additionally, you can request one payment plan every 12 months or one payment extension every 6 months. There is even a "one-time courtesy" available once a year that can be used to waive a single late fee, letter fee, or door tag fee.

Inframark is a professional water operator responsible for the daily management and maintenance of our District’s water and wastewater infrastructure. As a specialized technical consultant, they ensure that the community has access to clean, safe, and reliable water services by operating treatment plants, monitoring distribution systems, and performing both routine maintenance and emergency repairs.
Beyond the physical equipment, Inframark also manages key customer operations like meter reading, account setup, and monthly billing.

What To Do If You Have an Issue
If you encounter an issue with your water bill or struggle to make a payment, your first step should be to contact Inframark. You can reach the Inframark customer service team by calling (832) 467-1599 or emailing CustomerService@Inframark.com. Their team is trained to walk you through the various relief options available under the Rate Order to help you avoid service disconnection or late fees.
Another helpful tool for residents is Leak Adjustments, which are available once every 12 months if you can provide a written request and proof that a leak on your property was repaired. This adjustment helps by reducing the high "usage" charges that typically result from a burst pipe, broken sprinkler, or leaky faucet.
For residents who need a extra time to pay, the District allows one Payment Extension every six months and one formal Payment Plan every 12 months, provided you have a consistent record of on-time payments. These options allow you to spread out payments or push back a due date without immediately losing service. Additionally, the District offers a One-Time Courtesy once a year that can be used to waive a single late fee or door tag fee, or even help with a one-time adjustment for a sprinkler system issue.
While Inframark handles the day to day enforcement of the Rate Order, the Board of Directors for Kaufman County Fresh Water Supply District No. 1-B holds authority over all rates and payment policies. The Board has the discretion to grant extended payment plans or approve special arrangements that may go beyond the standard options Inframark is authorized to offer.
If you have a unique hardship or an issue that Inframark is unable to resolve within the standard rules, you are encouraged to attend the monthly Board meetings to submit a public comment.
